The first word in the question is

You are right that the last word in a question can change in a rising tone. ?

But without changing the tone can still be a question.

Is it so that the last word in a question can change in a rising tone, like in the question "你幾時生日?" saang1jat6 sounds like saang1jat2 here.

廿 (jaa6) is the colloquial expression of 二十 (ji6 sap6) 20 in Cantonese.

So 廿二 (jaa6 ji6) is same as 二十二 (ji6 sap6 ji6). You can check out the Hong Kong currency lesson too. There are some more examples about how to use "廿 (jaa6)".
